Position Title: Finance Manager, BOMCO
Location: Tianjin
Reporting to: OCL CFO & BOMCO General Manager
Position Specification:
Finance Manager, BOMCO is responsible for all financial activities in BOMCO manufacturing operation, including cost accounting, inventory control, mfg operation support and process control, factory financial reporting, analysis, forecast and planning, play a key role in performance driven and financial control to mfg operation management. The Finance Manager has to lead BOMCO finance team to support BOMCO management in meeting its business requirements and achieving its business objectives. Reporting directly to GM of the entity and functionally to Otis China CFO
Basic Accountabilities & Key Measurements:
- Verify the product of the accounting center operations and costing team to ensure that accounting transactions are processed in accordance with company policies and procedures as well as U.S. GAAP and are executed in an efficient manner. In particular:
· Ensure accounting transactions are properly documented, prepared, reviewed, and approved;
· Ensure accounting reconciliations are properly prepared and reviewed;
· Properly prepare for any internal reviews, as well as audits;
- Maintain a system of internal controls to ensure compliance with company policies and good business practices. Additionally:
· Ensure company wide policies and finance standard operating procedures are properly understood by relevant personnel within the entity and ensure their compliance;
· Ensure all control issues are timely recorded in the IRS as required and that they are appropriately and timely resolved;
· Proactively identify internal controls issues and address them accordingly;
· Ensure the business management complies with UTC Code of Ethics;
· Report any BPO issues in a timely manner.
- Drive financial planning, forecasting, and analysis through proactive coordination with local operational management, and working closely with Headquarters FPA functions.
· Ensure planning, forecast, and financial analysis are properly coordinated with HQ FPA functions and are properly prepared;
· Ensure any changes in business operations are timely reflected in financial forecast and analysis;
· Ensure proper coordination with Headquarters management in developing the business plan and financial forecast and provide adequate support to both the entity management as well as Headquarters Management for Operating Reviews.
- Provide support to entity management in its decision making process to ensure sound decisions are made based on accurate and relevant financial information as well as good business judgment.
· Appropriately participate in management meetings;
· Understand all key business decisions being made and provide recommendations to management as appropriate;
· Understand the financial impacts of all key business decisions being made;
· Proactively provide financial analysis support to management during the business making process.
- Ensure adequate system and appropriate business processes are in place to handle business transactions efficiently and effectively. Ensure the systems and the processes will provide accurate and timely information relevant to business decision making.
- Act as an interface with the local government agencies including, but not limited to tax bureau, finance bureau, SAFE, customs offices, and Industrial and Commercial Bureau.
· Ensure local laws and regulations are complied;
· Ensure all tax requirements, including tax reporting and payment are carried out timely and accurately;
· Perform proper treasury management and ensure all bank accounts and cash transactions, as well as FX risks are managed in accordance with UTC guidelines and OCL instructions;
· Ensure all other regulations including business registration requirements are complied with.
- Develop leadership and management skills to create a professional team which could provide value-added service and advice; focus on team members' performance improvement, be a mentor and role model; and be accountable for employee retention and satisfaction.

BOMCO Factory Operations / Factory Finance / ACO / FPA / Tax & Treasury / Internal Control / OCL & BOMCO management & shareholders
Qualification Requirement:
· Education: A degree holder and a qualified accountant. MBA gained in a recognized institution will be viewed favorably.
· Experience: 8 – 10 years of total working experience from MNC and accounting firm with manufactory accounting experience
· Language: Good Chinese and English
· Computer Skills: Previous experience with JDE is a preferred skill
· Other Key Competencies: Demonstrate strong leadership skills. Good communications and interpersonal skills。 |
