Key Job Responsibilities

1、Lead and supervision of Finance function in COGEL

- Responsible for the full range of accounting and treasury functions including financial statement review, business planning, budget control, bank financing, inventory and costing management, insurance program arrangement and loss claim, payroll review, taxation, corporate compliance, audit coordination and staff management;

- Establish, develop and upgrade an efficient and effective organization and accounting system;

- Provide overall supervision on budgeting; Forecast, develop and implement financial plan and strategies to achieve company objective; ensure that the budget process and cash flow forecasts result in the optimal distribution of equity and debt for the company to meet its obligations.

2、Policy and procedure

- Continuously review internal control, implement and make sure all financial procedures are complied with CT’s standard and statuary requirements;

- Optimize the financial and administrative relationships among the joint venture and its shareholders, lender(s) and government regulators and ensure that the accounting and administration functions comply with PRC and American regulations (including risk management, insurance and document custody requirements);

3、Business Partner relations

- Participate in negotiations with the national, provincial and local governments and banks to make the joint venture enjoy the best tax holiday and minimum charges obligation. Provide expert advice and guidance on PRC tax issues for individuals and the joint venture;

- Participate in establishing positive relationship with Governments, banks, Caltex Global Treasury and business partners;
